A large storm is keeping the upper Great Plains and Midwest of the US stuck in winter. The region is expected to see an additional 2 to 4 inches (5 to 10 centimeters) of snowfall on Tuesday, according to a forecast by Mussie Kebede of the US Weather Prediction Center. There is also a slight risk of severe thunderstorms for parts of the southern Great Lakes and Gulf of Mexico coast that may bring damaging wind gusts and tornadoes.

Meanwhile, heavy rain across Northern California and parts of Oregon may lead to flash flooding, Kebede said.

Coastal flood advisories are still up in New York and the Tri-State area, the National Weather Service said.

Tropics: Tropical Cyclone 20 will strengthen to a Category 2 storm on the US, five-step, Saffir-Simpson scale as it grazes the northeast coast of Madagascar in coming days, the US Joint Typhoon Warning Center said. The storm’s top winds are forecast to reach about 110 miles per hour, which is just below the Category 3 threshold.

UK: Snow has fallen across the mountains of northern Scotland and rain is spreading across southern England and Northern Ireland, said Alex Deakin, a meteorologist with the UK Met Office. There could be more snow across Scotland late Tuesday.

India: Intense rain and thunderstorms are forecast across Arunachal Pradesh and Assam and Meghalaya through the day with “a fresh spell” likely to return on March 30, the India Meteorological Department said.
